
淺論安全性評價工作
一、如何認識"安全性評價工作" 安全性評價簡單地說就是對本單位的安全基礎工作進行預防性自我診斷,及時發現和消滅安全隱患,以達到超前控制事故的發生,所運用的一種現代化的安全管理手段和方法。 眾所周知,過去我們對事故的處理首先是通過對所發生的不安全事件進行分析,從中找出發生不安全事件的原因和應吸取的教訓,再制定出反不安全事件的措施。這是一種典型的事后防止不安全事件和控制不安全事件發生的有效方法。但是,安全性評價卻是與這一典型和傳統的方法截然相反--它提倡的是對不安全事件進行事前預防,盡早地發現隱患,控制不安全事件,從而消滅不安全事件于萌芽之中。因此可以說它是一種"超前"控制不安全事件發生的有效手段,是傳統安全管理模式的革新。通過安全性評價,能夠發現企業在人、設備、環境和管理等四個方面存在的表面和潛在的"危險因素",有利于職工,特別是企業管理人員克服"自我感覺良好"的感覺,克服麻痹思想,從而找出差距和不足,及時進行整改,保證安全生產工作的順利進行。
二、開展"安全性評價工作"的關鍵 企業領導和各級管理干部對安全性評價工作的認識程度,是關系到這一工作開展得好壞的關鍵。如果企業管理人員對安全性評價工作沒有充分認識,還死抱著過去傳統的安全管理模式不放,將安全性評價工作作為一時的形式來搞,那么所開展的安全性評價工作只能流于形式,并且勞民傷財、浪費人力、物力和時間;反之,如果企業領導和各級管理人員正確地認識了安全性評價工作的作用和目的,而認真地貫徹和執行,那么,通過安全性評價的全過程,就能夠完全徹底查清所轄單位和部門的安全家底,發現企業在設備管理、安全管理及人員素質等方面存在的缺陷和不安全因素,達到防患于未然的目的。
